Negotiation results concerning the government’s room for manoeuvre instalment
The general collective agreements for the government included a room for manoeuvre instalment of 1% for next spring, which has been negotiated in agencies and institutions at the beginning of this year. The instalment is agreed to be primarily and mainly targeted at the development of the local salary system. It was agreed that it will be allocated to the structural changes of the salary system, especially to establishing and staggering the salary scales in an encouraging manner. The instalment will be paid on 1 May 2021.
Local shop stewards will conduct negotiations on the use of the room for manoeuvre instalment in their own agencies in accordance with the instructions issued by the Negotiation Organisation for Public Sector Professionals (JUKO). These agency-specific agreements will be submitted to the appointed expert, who is a JUKO expert appointed to support the shop steward, of the agency in question for checking and approval. Loimu’s Advocacy Manager Arja Varis acts as the appointed expert for the Ministry of the Environment, Finnish Meteorological Institute, Finnish Environment Institute, Ely centres, Geological Survey of Finland, Natural Resources Institute Finland, Finnish Food Authority, Finnish Medicines Agency Fimea and Finnish Institute for Health and Welfare (THL). Most of these agencies have reached acceptable solutions from the JUKO members’ perspective.
“I’m glad that negotiations in most of the agencies have been conducted in good faith and the solutions have fixed the special problems of each system concerning the JUKO members performing expert work,” says Arja Varis.
The negotiated solutions differ from each other and the shop stewards of the agencies will provide more detailed information about the solutions in the agency in question.
